I suspect if you modify the Special Poll Interval value and change the Synchronize Time task frequency then it might work, but that is difficult to verify.
You might also want to use a closer NTP server (e.g. (Note that the Date and Time control panel will still say the next synchronization is a week away.
The task is very brief so there's no reason not to run it when on battery power.
Set the task to start only if a network connection is available.
If you have 60 seconds to spare, download and install Dimension 4 and make your computer's clock the most accurate clock you own.
Once Dimension 4 is installed, you'll most likely forget that it's even running. Once installed, you can rest assured that at least one of your clocks has the correct time.
